Auditor General says hundreds of millions in WA Road Trauma Trust not being effectively spent

The hundreds of millions of dollars that pour into an account from speed and red light camera fines are not being spent effectively despite a persistently high death toll on WA roads. The Road Trauma Trust Account, set up in 2012 to fund road safety projects such as road upgrades and police enforcement, collected a record $123 million from drivers in 2022-2023, and also had a record $95 million sitting in its coffers at the end of the financial year. But Auditor General Caroline Spencer found the Road Safety Council and Road Safety Commission, who manage the RTTA, “are not effectively administering” it. The auditor general’s report comes after WA recorded 175 road deaths in 2022 — up from 166 in 2021 and the highest since 2016. Road deaths have remained above 150 for the past 10 years. Ms Spencer has called for “a systematic approach to recommending and evaluating projects” so that the RTTA was “effective in improving road safety and reducing the road toll”. The auditor general found the Council and Commission had not established clear priorities, even though her office raised similar concerns about a lack of planning back in 2012. Ms Spencer said funding applications were not effectively assessed and that 62 per cent of projects assessed had no evaluation plan for how they would be assessed and 70 per cent had no information on economic sustainability. Sixteen per cent of programs assessed were for continuing funding and did not include the budget breakdowns or details of intended work. In a joint response, the Road Safety Council and Commission said they accepted the recommendations, had started implementing reforms and called on the State Government to amend the law to ensure “legal clarity”. “These reforms seek to address the inherent complexities within the road safety portfolio. Specifically, whereby the Council has a mandatory role in making recommendations about the allocation of monies in the RTTA, and most members of Council also represent agencies that receive money from the RTTA,” they said. “Legislative amendments should be considered to ensure legal clarity and to effectively manage risks arising from conflicts of interests.” Ms Spencer recommended the Council clarify what projects and entities are eligible for funding, implement a systemic approach to funding requests with clearly defined priorities and ensure they are consistently assessed. The RTTA spent an average of $82 million a year since 2018-19 on projects and $18 million on the operation of the Road Safety Commission and its other work. Ms Spencer commended the Council and Commission for improving “probity processes” since 2012 by establishing a separate bank account for the RTTA.
